i agree with alan.  there is no need for filters.  things that are any
good will be used and things that are not will not be.  the cost of a
few extra useless names appearing in the list is not very great.  the
cost of even one thing not being accepted because either someone
didn't recognize it as good is, by contrast, unacceptable.  as is the
cost of having someone expend energy convincing someone else that a
particular entry is worth it.  no single person (nor even committee)
will be a consumer of all works, and therefore no single person (or
committee) is going to be a good judge.  if there are way too many
bogus entries, someone can make a srfi entry which contains a list of
srfis they think are good; and someone else can make another list if
they disagree.
