Have you had a chance to look at PLT's cmdline.ss library? It does a
lot of similar things to this srfi and it might be worth seeing if any
of would carry over to this srfi.

Also, if it were close to this srfi, it would probably be easy to add
support to this srfi to DrScheme and MzScheme.
