New revision of SRFI 27

Sebastian Egner has provided a revision of SRFI 27, available at the
usual place

http://srfi.schemers.org/srfi-27/

As explained by Sebastian, the changes are mainly to the reference
implementation.  The changes in the SRFI document itself merely
document that fact.
